A New Era for Directorates in Muğla Metropolitan! Excess Positions Will Be Frozen
With the new regulation published in the Official Gazette, significant changes have been made to the norm staff system of municipalities. The regulation covering municipalities across Turkey also closely concerns the Muğla Metropolitan Municipality and its affiliated institutions. Director positions exceeding the norm staffing standards will be frozen, and when they become vacant, they will not be refilled and will be canceled by the decision of the municipal council.
The "Regulation on Amendments to the Regulation on Principles and Standards of Norm Staff for Municipalities and Their Affiliates and Local Administrative Unions" prepared by the Ministry of Environment, Urbanization and Climate Change was published in the Official Gazette dated July 31, 2026.
With the new regulation, changes were made to the norm staff standards and staff tables of municipalities. The regulation concerns not only certain municipalities but also municipal and affiliated institutions across Turkey within its scope.
Excess directorates will be frozen
One of the noteworthy titles of the regulation was the director positions. As a result of the new norm staff tables, the existing filled director positions exceeding the norm staffing standard will be considered frozen. When these positions become vacant for any reason, new appointments cannot be made, and the relevant position must be canceled by the decision of the municipal council.
Thus, it is envisaged that the existing directorates and managerial positions in municipalities will be brought into compliance with the new norm staff standards.
All eyes turned to Muğla Metropolitan Municipality
The regulation is also important for Muğla Metropolitan Municipality. It became a matter of curiosity how the new norm staff tables will reflect on the current organizational structure of Muğla Metropolitan Municipality and whether there are directorate or managerial positions exceeding the norm staff within the Metropolitan.
If there are director positions exceeding the new standards within the Metropolitan Municipality, the process specified in the regulation will be applied to these positions.
The fundamental question awaiting an answer from the public at this point is: How many director positions in Muğla Metropolitan Municipality will become excess under the new regulation?
MUSKI is also within the scope of the regulation
The regulation also covers affiliated institutions of municipalities besides the municipalities themselves. Therefore, it is important to examine the new staff tables concerning MUSKI General Directorate, which is an affiliated institution of Muğla Metropolitan Municipality.
Following the new regulation, it is expected that the existing managerial positions of Muğla Metropolitan Municipality and MUSKI will be compared with the new norm staff standards.
With evaluations to be made in the upcoming period and possible staff adjustments that may come to the municipal council, the tangible effects of the change in Muğla will become clearer.
